Is there a way to include a tempo change within a song. For instance, changing a slow ballad to a cut time tempo to two feel for solos and such? Or, just adding a tempo within a song in general?

No, no and no.
It's been requested before and I believ it remains under consideration as a feature.

For now, the closest thing to this is the Jazz - Swing Two/Four setting. Yes, I think "Jazz - Swing Ballad/Four" would be a useful option.

You can manually adjust tempo during playback.
You cannot code automatic tempo changes in the chart.

You can change the time, say 4/4 to 3/4, etc. And you can change the harmonic rhythm by spacing the chords differently. But the pulse will always be the same.
