Question: Did you intend that the DΔ/E in bar 1 be continued at the beginning of bar 2, up until the last beat on Bb13?
If so, you'd have to repeat the DΔ/E or put a slash (/) at the beginning of bar 2.
Otherwise, as you left the beginning of bar 2 blank, the program ignores the blank space and thinks the bar begins at the Bb13.
The reason it plays four beats on the Bb13 is that in 4/4 time every bar plays four beats, even if the bar is only one, two, or three [spaces] long.
