I have had that too. My solution was Backup Switch of sync Delete content and app Delete iCloud data Log off from iCloud on all devices. And logon again. And build up from there That helped

When you add the first chord, the blank sheet will be saved. No first chord (or in general, no in-sheet content) no save.
